# The GER paper

> The long-form research artifact. Methodology, related work, design principles, implications.

The Governance Error Register has two surfaces:

* **The registry** (this site) — the interactive lookup, per-code permalinks, curated continuously, version-tracked.
* **The paper** — a published research artifact with Abstract, Introduction, Related Work, Methodology, Implications, Adoption, Limitations, Conclusion, and References. Versioned releases get Zenodo DOIs.

## Why two surfaces

Established registries publish both. MITRE CVE has its operational document plus cve.mitre.org. MITRE ATT\&CK has the framework paper plus attack.mitre.org. IANA HTTP status codes are governed by RFC 9110 with the registry at iana.org. The paper explains the system; the registry lets you use it.

For citation, link the paper. For lookup, link the registry. For a specific code, link the code's permalink directly.

## Citing the paper vs citing a code
